It’s a total miscast for an actor who can’t show any facial emotion regardless of the situation and who almost approaches overacting, perhaps trying to make up for a lack of understanding or appreciation of the character. The character is obviously supposed to be confident and experienced, but her portrayal is one of cocky 'I know best' a woman who, on the one hand, has no appreciation of the evidence that walks with a suitcase through the municipal office. She is so irritating and incredible.
